MG Car Club Conditional Registration Policy

Conditional Registration is so called as it is a TfNSW system for registering vehicles that includes conditions on registration and use of the vehicles.  It applies to all sorts of vehicles that don’t meet normal registration requirements such as fork lifts and farm machinery but also in our case, Historic and Classic Vehicle Registration.

The MG Car Club NSW assists in the administration of the conditional registration program, but is not responsible for legal enforcement issues.  That is a matter between the police, TfNSW and the owner of the vehicle.  As such, it is up to the owner of the vehicle to ensure that their vehicle is correctly classified and appropriately registered.  If there is a breach of the rules, you will be responsible.  If you are tempted to submit bogus forms or misinformation, be warned that you can be charged for making a false declaration to a public official.

You must remain a full financial member, family member or life member of the MGCC for your conditional registration to remain valid.  SO, REMEMBER TO PROMPTLY PAY YOUR MEMBERSHIP RENEWAL.

The 2 schemes available to a current, financial members of MGCC are;

Historic Vehicle Scheme

To be eligible for the HVS:

Classic Vehicle Scheme

To be eligible for the CVS:

  • your vehicle must be at least 30 years of age or older from the year it was manufactured.
  • your vehicle must comply with the applicable NSW vehicle standards
  • your vehicle can be a replica or an Individually Constructed Vehicle that is 30 years of age or older (based on the build completion date).

You might ask, what is the difference.  Not much, HVS vehicle are “original” but for CVS it is modified beyond what is allowed for HVS modifications.

Modifications can take 2 forms, self-certified or for more extensive modifications an approved licensed certifier certification is required.

MGCC has opted for the log book option for both HVS and CVS

This allows participation at all official MGCC events as detailed in the MGCC calendar published in Opposite Lock without a log book entry.  As well you can drive the vehicle for a further unrestricted 60 days per year.

Details of non MGCC drives must be recorded before you leave home using the logbook issued by Services NSW for your current period of registration.  You should not use old logbooks nor alter logbooks in any way.  Club events are additional to the 60 days and you are not required to list these club events in your logbook.  It is advisable to carry evidence of an event in case you are stopped by the police.

Owners of vehicles registered under either HVS or CVS schemes are responsible for obeying the regulations and conditions stipulated by the TfNSW

Failure to comply will void the registration and insurances on the vehicle exposing the owner to police fines and/or considerable personal liability in the event of an accident.

HVS and CVS vehicles no longer display registration labels.  Police now have the capability to photo ID your number plate and they may well turn up to your house and ask to inspect your vehicle or to see the log book entry for the day you used the car.

Please note that the MGCC has opted into the log book option so now maintenance related trips in your vehicle must be entered into the log book.

To obtain HVS the vehicle operator must provide the Service NSW with:

  1. Proof of your identity and ownership (Bill of Sale, previous registration, will, etc.). Joint names are not allowed
  2. A completed Application for Conditional Registration (new applications only – the MGCC does not need to see this form) and a Historic Vehicle Declaration (form 1259) signed/stamped by a club official stating the member is financial and that the vehicle is eligible
  3. A current pink slip for initial registration or renewal
  4. A registration fee which includes an administration fee, number plate fee and CTP insurance. This insurance only covers you on roads or road-related areas (e.g., footpaths, nature strips, public driveways, public car parks etc), but not on private property

To obtain CVS the vehicle operator must provide the Service NSW with:

  1. Proof of your identity and ownership (Bill of Sale, previous registration, will, etc). Joint names are not allowed
  2. A completed Application for Conditional Registration (new applications only – the MGCC does not need to see this form) and a Classic Vehicle Declaration (form 1835) stamped by a club official stating the member is financial and that the vehicle meets the criteria for a CVS.  This form must also be stamped and signed by the CMC as well as CMC’s own form.
  3. If required (check VIS 6) a TfNSW approved licensed certifier certificate (a copy must be carried in the car at all times).  This only needs to be redone if you make further changes to the vehicle.
  4. A current Blue Clip (first registration only) or a current Pink Slip (renewal only)
  5. A registration fee – the same as for the HVS

You will breach conditional registration if you:

  1. Submit an invalid 1259/1835 form or provide other fraudulent information to the MGCC and/or TfNSW.
  2. Continue to operate the vehicle if your MGCC membership lapses, promptly renew when due!
  3. Temporarily transfer plates to another historic vehicle for the purpose of moving it
  4. Cease to be a resident of NSW
  5. Make major alterations to the vehicle from year to year that you do not disclose to TfNSW (engine, chassis, etc.) and disqualify the car as a historic vehicle in the eyes of the MGCC
  6. Sell the vehicle and do not return the plates to the Service NSW within the approved time frame –usually 14 days.
